What I mean by Blast's level is "how strong he is." Even though he is presumably one of the strongest characters in the series he is totally unknown. But here is what we know about him.
Being the highest ranking S-class hero it can be assumed that Blast is very strong. He is only one Tatsumaki looks up to and respects.
Blast was able to defeat Elder Centipede 2 years ago. Since EC was a dragon level threat, this automatically makes Blast stronger than all of demon level threats.
Blast also defetaed Ninja Village Leader who is stated by Gale Wind that can defeat Flashy Flash and Sonic under a second which makes Blast one of the strongest high dragons or even above dragon(Assuming Gale Wind was correct).
It is speculated by Fubuki that he take whole S-class at once. Going by rumors King is the strongest S-class hero which means Blast is possibly stronger than Fake King who can hold a bomb which can destroy whole solar system and fly to black hole in instant which makes him MFTL
He is so strong that he can make "God" worried. And "God" is one who gave Psykorochi her power boost. And this is likely fraction of power "God".
Most solid proof about Blast's power is mentioned during one of the streams. Blast is implied to be far stronger than Orochi by Murata.
Blast is very fast. As I mentioned above he fought Ninja Leader. Descriotion of Ninja Leader's speed was so absurd that Flashy Flash thought it is completely impossible which implies that Ninja Leader is leagues above Flashy Flash.
But all of them are speculation.
Most solid feat related to Blast's speed is him casually speedblitzing Flashy Flash.
Regarding this, we know almost nothing. But it can be assumed that Blast is very smart based on that almost no one know his indentity. Even despite whole technology of world, if Blast can't be tracked, his intelligence should way above average person, assuming he doesn't get anybody's help. Since he chooses to remain mystery it is unlikely that he gets help.
Blast has trillions of robots and can control them at will according Fubuki.
He is the strongest esper according Fubuki which means he should be above Tatsumaki.
Blast can teleport himself, others and objects.
Blast is shown channeling energy through his arms(whatever power that means).
He has possibly telepathy. Because when he put his hand on Tatsumaki's head, he saw a vision of Fubuki and was able to tell that this was her sister
So even though we know very little about Blast just that little information revels us that how strong Blast is. And I can't wait to see how strong he truly is.
He is already in top 10 of series(at least for me).
Only ones who are stonger are Tatsumaki, Psykorochi, God, Garou, Boros and Saitama.
And I am pretty sure he is stronger than all of them excluding Saitama and God. Actually Blast's teleportation already gives him huge advantage against others.
